2025 Washington State Gun Legislation
Know & Protect Your Second Amendment Rights
- Second Amendment to the US Constitution - “A well-regulated Milita, being necessary to the security of a free state, the right of the people to keep and bear Arms, shall not be infringed.”
- Article 1, Section 24 of Washington State’s Constitution states, in part: “The right of the individual citizen to bear arms in defense of himself, or the state” shall not be impaired...”
- The Washington State Legislature, along with the governor are systematically eliminating your constitutional rights through anti-gun bill legislation
- Proposed 2025 anti-gun bill legislation was drafted and funded by special interest groups, many from outside of Washington state
- Gun owners and gun club members need to become directly involved in protecting your constitutional rights!!!
Summary of The Washington State Legislative Process
- Legislature has 2 houses or chambers (House of Representatives & Senate)
- Members of the House or Senate offer legislation or bills for consideration. Once a member introduces a bill, the legislative process begins
- Legislative cycle is 2 years long (biennium). Regular sessions are mandated by the State Constitution and begin the second Monday each year in January. In odd numbered years, the session is 105 calendar days & in even numbered years is 60 calendar days
- Carry Over – Bills from the previous session are reintroduced and retained in their present position and can be taken up again during the biennium
- Public testimony, both in support or opposition to a bill is allowed for. Input may be submitted to a legislative committee either orally or written. You may also sign in at the Washington State Legislature’s website and simply indicate your support or opposition to a bill by checking the box as either support or oppose. As legislation moves through various committees, public testimony needs to be resubmitted!!!
- You may contact your district senator or representatives indicating your support or opposition to a bill (suggest you copy any written testimony to the Republican caucus members)
2025 Approved Legislation - House Bill 1163 – Permit to Purchase
(Governor Signed the Bill into Law on May 20th, 2025)
- Bill - Enhanced requirements relating to the purchase, transfer & possession of firearms
- Status – Approved by the Legislature on April 25th, 2025 & Governor signed into law May 20, 2025
- Enactment date – Goes into effect on May 1, 2027
- State Agency – Will be administered by the Washington State Patrol (WSP)
- Impact to gun owners
- A permit to purchase a firearm will be required beginning May 1, 2027
- Firearm training, including live fire training from a state licensed facility, is a requirement for the permit
- The training required for the permit to purchase will also be required to acquire & renew a concealed pistol license (CPL)
- Adds additional fees and further extends waiting periods
- The WSP will need to put in place the necessary processes & infrastructure to implement the new permitting requirement
- The new permit to purchase law will be challenged and Washington state litigation expenses will be borne by the tax payer
- You will now need a permit from Washington State to exercise a constitutional right
- Note!!! There are over 700,000 CPL holders in Washington State. Under 2% of CPL holders contacted the Legislative
committee(s) to indicate opposition to the Permit to Purchase bill. Large opposition numbers can have an impact on how
legislators vote and perhaps the Governor’s approval of a bill into law. Please get involved in opposing these bills!!!
Washington State Proposed 2025 Gun Bill Legislation
(Significant gun bills that didn’t make it through the 2025 legislative process, but will carry over to the 2026 legislative session)
- SB 5098 - Restricting the possession of weapons on the premises of state or local public building, parks or playground facilities where children are likely to be present and county fairs and county fair facilities
- SB 5099 - Establishing additional requirements for the business operations of licensed firearms dealers
- HB 1132 – Limiting bulk purchases and transfers of firearms & ammo
- HB 1152 – Establishing secure storage requirements for firearms in vehicles and residences
- HB 1386 – Imposing a new 11% tax on firearms, firearm parts & ammo
- HB 1504 – Requiring financial responsibility to purchase or possess a firearm or operate a firearm range (Considered during deliberations – firearm insurance or a $25K bond per firearm)
How to Become Involved (Jane Milhans NRA-ILA)
- Help return balance of power in Washington State by helping Pro-2A candidates get elected
- Get involved by volunteering
- Register gun owners to vote. Many do not vote. Vote for candidates who support the 2nd amendment
- Educate non-gun owners why freedom matters and why the 2nd amendment matters
- Recognize we are in a battle and a way of life is at stake. Get involved if you want to maintain your Constitutional rights !!!
